Arbitrum OpCo Proposal (Oct 30 to Present)

Paul Winsor - 2025-02-18

As requested by Juanrah, during a recent call, below is a study of the consensus responses from the Opco Forum replies during the Opco proposal cycle from Oct 30 to present.

The study examines community forum replies across three revision rounds using SimScore's consensus prioritization API. Our SimScore analysis identified and ranked the most impactful responses, providing insight into how the proposal evolved based on community feedback. This study outlines key findings from the analysis and their implications for Arbitrum's governance process.

Detailed working papers along with SimScore reports are referenced below for transparency.

Key Issue Summary

Key Issue Open Round Snapshot Round Tally Round
Operational Efficiency Tension Opco / Oat may be ok vs Centralization Identified as a major concern. Alternate solutions to opco / OAT not considered.; Most of the top 10 responses spoke of centralization and the opco design handled this well. Top 1 and others preferred a new alternative without opco/oat - Entropy /AF. several still agreed with opco/oat
Sufficient / Wasted Funds If opco management not in place or not transparent, resources may be wasted. Market fluctuations may effect opco stability .Tension, 22M ARB significant prefer decentralized solution vs Budget to attract top talent and providers, solid for future dev potentially another competing foundation with bloat,
Legal Indemnification Legal entity valuable, anticipate legal risk and fund or indemnify legal action We have even recommended either of the creation of an OpCo or some kind of legal entity for the DAO in our past reports (here and here).
Define Chaos Officer Role Can DAO offer sufficient focus and direction. Or overwhelm if CCO is left with minimal guidance

Operational Efficiency

The purpose of the Opco proposal is primarily to deal with operational efficiency. The DAOs current governance method is considered too cumbersome for agile decisions. Delegates in general agree with the need for excellent operational efficiency.

Centralization Decentralization

The Concave Disposition Graph illustrates the issue regarding centralization vs decentralization to achieve operational efficiency. The DAO community is wavering back and forth, indicating uncertainty and probable risk.

Disposition

Governance Round Map of Governance Pathways
Open Discussion Opco / OAT should be ok vs Centralization a major concern
SnapShot OpCo / OAT ok
Tally New Solution Entropy/AF + Centralization a major concern vs Opco / OAT is ok to great

Remarks:

During the Open and Snapshot governance rounds no efforts were made to consider alternatives to achieve a near optimal alternative - illustrated by green !.

The Entropy / AF concept was described as the top 1 response during the Tally round. Being that the DAO is wavering back and forth on the Opco / OAT proposal, this concept and any others should be evaluated.
