Scroll Foundation Strategic Direction List | Questions (Y/N) | If No, questions | |
---|---|---|---|
Core Vision | The core vision is to solidify Scroll’s role in building an open economy with the builders in the ecosystem by focusing on engineering innovations that enhance chain performance without compromising security. | Should the Foundation’s Core Vision be Scroll DAO’s core vision? | if no, what would be a more appropriate vision? |
Enhance chain performance: | Achieve sub-cent transaction fees and 1,000 TPS, supported by ongoing advancements in the ZKVM, with a focus on further reducing finality times to enable faster settlements. | Should the Scroll DAO’s strategy regarding Enhanced Chain Performance be the same as the Foundations? | If no, Would be a more appropriate target for chain enhancement |
Redirect resources to developers: | • Increased opportunities for developers: Open-source contributions, hackathons, and community activations. | ||
• Ecosystem growth: Support 20 native dApps, engage 500 active developers, and build a founder-to-founder network to drive collaboration and real-world impact. | etc | ||
Establish a founder to founder network | Establish a network of 10 initial, highly-aligned founders and enable them to collaborate and assist each other and others in target countries. Founders will act as extensions of the team, collaborating with delegates by providing input but also by executing initiatives. | ||
Geographic Focus | Scroll is prioritizing growth in Africa, Latin America, and Southeast Asia. In the first year, the focus will be within Malaysia, Kenya, South Korea, and Brazil while maintaining support for China. However, the DAO is encouraged to explore and validate opportunities in other regions, which can expand the Labs team’s efforts and provide input for future strategic planning. Additionally, if there are promising opportunities outside of these areas, they won’t be ignored. | ||
Native Assets | Primarily focusing on assets tied to native applications to benefit ecosystem participants and leverage advantages for SCR holders. | ||
Strategic Alliances | Partnering with value-aligned parties that can provide white-label solutions, expertise, and or who have useful licenses and regulatory frameworks beyond Scroll’s current scope. | ||

Finality | Finality refers to the point at which a transaction on Layer 2 is considered permanent, undisputable, and cannot be rolled back. It is critical for ensuring the security and trustworthiness of transactions on the chain. |
What is Scroll DAO’s Strategic position related to the Foundation’s position?
Which positions are the same?
Which positions are different? What are the new positions?
Are any positions removed?
Are any positions added? What are the added positions.
We propose using wisdom of crowds technology to determine Scroll DAO’s 2025 Strategic Direction. The output of the 2025 Direction will follow the structure of the Foundations Direction Document. This will allow the DAO and Foundation to know when they are aligned and where they are not.
Step 1. Deform survey to collate token weighted responses for questions above.
Step 2. For Strategic positions that remain the same, no further work required.
Step 3. For Strategic positions that community agrees must be different, Harmonica survey to collate delegate’s pov. For each position, SimScore to aggregate the positions. Foundation (Eugene) drafts DAO positions based on the aggregated feedback.
Step 4. Positions added
Step 5 Positions removed
Step 6 Draft Scroll DAO positions prepared by Eugene.
Step 7 Forum, meetings, DM’s etc. Broad discussion over # of weeks like co-creation cycle.
Step 8. SimScore Cluster / Prioritization.
Step 9 Revised Scroll DAO Strategic Direction 2025 by Eugene
Step 10 Snapshot and Step 8-9
Step 11 Final Scroll DAO Strategic Direction 2025 by Eugene
Step 12 Tally vote + forum (accountability
